Program Director

Director Tom Gorman was born in Atlantic City, New Jersey. He married his high school sweetheart, Denise, 55 years ago. They have two children: Terri, a California school district superintendent, and Tom Jr., a U.S. Drug Enforcement Administration Assistant Special Agent in Charge in Kentucky.

Director Gorman graduated from San Jose State University and began his law enforcement career in 1968 when he went to work for the California Bureau of Narcotic Enforcement (BNE). During his career, he has served in many capacities including over ten years as an undercover agent. He has made more than 1,000 undercover purchases of all types of illicit drugs and has received two Purple Hearts resulting from being shot and later stabbed. He served as program manager for the Advanced Training Center in Sacramento as well as commanded the Sacramento County Heroin Impact Program, the department’s Special Investigations/Organized Crime Unit and the Placer Task Force.

In 1981, he was promoted to Special Agent in Charge of the Fresno regional office. In 1986, he was promoted to assistant chief and in 1990 to deputy chief where he was in charge of statewide drug enforcement operations for the attorney general’s office. In 1997, he retired from BNE to become the director of the Rocky Mountain High Intensity Drug Trafficking Area based in Colorado.

Director Gorman is a graduate of the FBI National Academy and is past president of the California Narcotic Officers Association and the National Alliance of State Drug Enforcement Agencies. He was president of the National HIDTA Directors Association from 2005 to 2017. He has written many articles on drug enforcement that have been published in magazines. He was also responsible for writing the attorney general’s office first drug and user ID manual. He authored nationally recognized publications entitled The Myths of Drug Legalization and Marijuana is Not a Medicine and Marijuana Legalization: The Issues. He also authored a recently published book titled To Believe or not Believe, That is the Question - An Undercover Agent’s Quest for the Truth.
